Ok, it's the last player turn of CRACKING SKULLS (new CH scenario)

The hex in question is on board 46, the church/steeple hex

On the ground level, I have a 9-0, and two 426s (good order)
On the first level, the SS player has a broken 8-0 and a broken 468

They fail to rally.
B/c of no quarter, the units will NOT surrender.
Could they rout to the steeple location?
Or would they be overstacked ie cannot go there and are thus KIA?

We played it the second way, thus giving control of the building to the Soviets and the game to them.

Your opinions would be greatly appreciated.

Steples can be overstacked I believe. In any case, the 8-0 can still rout there and prevent the soviets from gaining control no matter what happens to the squad.

Sure.
Overstacking does not prohibit routing (EXC if the total MF cost becomes too high : in this case no problem).

And even if you couldn't overstack the steeple, the broken 8-0 could rout to the steeple and that would be enough to prevent change of building control.
