These Allied leaders in Quatres Bras have me confused. The guy in the picture below, seems to be the next guys boss.

MajG Bijlandt - the Brigade Head?

LtCol Grunebosch - The Brigade XO?

Command Range for Bijlandt:

When I do a command range for Grunebosch, he has none. Can someone explain how this works?

It is fairly rare, but there will be times that the XO will show up (this is in all the games btw).

In short, so long as their superior is active and healthy, they have no effect on command whatsoever. However, they do give leader bonus for combat and rallying.

If their superior is killed, they then "step up" to take his role, but are not replaced by Col Anon.

I'm not sure what the rhyme or reason for them showing up is, I suppose the scenario designer adds them those times that he distinguished himself in the battle.

Again, Gary is correct! :)

Charlie added a lot of these officers into this oob for flavor, more than anything. But there are game benifits, mentioned above, but also liabilities, if playing with the "Points for leader casualties" option.

Seems that Waterloo has loads of XO's much more than the other games.

That's primarily because there is so much more information on this campaign, and many minor leaders played a part - so we thought it would add more flavor to the game to include them! :)
