Concealed commissar

A Russian squad moves into an open ground hex where there is a concealed Russian commissar. The hex is within a good order enemy unit LOS, but there is hindrance between the open ground hex where the commissar is and the hex where the good order enemy unit is.

Will the moving Russian squad get an increased moral level even if the commissar keeps its concealment or must this concealment be dropped to increase the squads moral level?

You only have to be in the same location as the commissar to receive its benefits/penalties (A25.221 An unpinned, unbroken Commissar increases the Morale Level of all other friendly Infantry/Cavalry units in the same Location by one [EXC: Commissars and units with Morale Level of 10], while prohibiting the application of another leader's DRM to morale activities.).

Yes to increased ML

For concealment I would play it as the Commissar would just be temporarily revealed in case there is an attack AND the increased morale level makes a difference in the outcome of the attack.

As Eagle says, the Commissar only has to be in the hex/location
Doesn't matter if he has a lid or not.

Ill use another example. Its the rally phase and the same Commissar is out of LoS of all enemy units and is concealed.
Obviously the broken units with him aren't ?. Cause they never ever never ever ever ever ever ever ever ever can be
Now no one would question that the commissar can't rally/raise morale of units now, would they ?
I just point this out as a different way to look at the similar circumstance.
