Commissars in Reinforcements?

Can Commissars come in with Reinforcements? (in a regular ol' scenario, not part of some HASL CG with Reinforcement Groups).

WO43 Hell's Headache has such a situation, where the Russian reinforcements include an 8-1. I have a vague recollection that The Way We Used To Play It, the restriction against having more Commissars than regular leaders was applied to at-start units and Reinforcements separately, but A25.22 seems to only specify Commissars as part of at-start units.

So I can COWTRA and infer that Commissar Replacement is NA to reinforcements, but can somebody at least verify to my aged brain that this used to be different? That's all I want

Yes, you can. But you have to decide before the sceanrio starts...and this still applies "...provided the scenario is not begun with more Commissars than other leaders in the OB."

If COWTRA Hard approach applies, the Commissar replacement is known to your opponent, aswell as Deployment, etc.
