Does anyone know where I can find a list of what changed in these two modules for the release of Rising Sun? I’m buying copies of both and I want to update them.

This list is far from comprehensive, but it may serve to get you started:

Scenarios have been updated. Specific errata are available here (you'll have to scroll down a bit though).
Boards are now Starter Kit style.
Chapter G updated, specific errata available through above link.
Counters reprinted, using slightly larger artwork and text.
Counter mix substantially expanded in Rising Sun.
