cliff blind hexes

Does a cliff hexside on a level two hex create a minimum of two blind hexes?

The question is whether a unit with sufficient height advantage can reduce the two hex cliff's blind hexes to one.

I think so but not sure.

Sounds like the Dinant Map, I think yes, it can be reduced to one.

I think that blind hexes with cliffs work like with any two level, non hill, obstacle.

B11.21: Unlike normal Crest Lines (10.23), the Blind Hexes caused by a cliff hexside to a non-adjacent viewer can never be reduced below one regardless of elevation advantage.
