Since there is no mention of random selection if there are more than one hex closest to the prisoner player, does this mean all such hexes must be revealed?

There is mention of what to do in this situation in the footnotes: "If equidistant qualifying hexes exist, the choice of which hex to reveal is made by the interrogated player."

That asterisk applies to HIP units and fortifications and not to concealed units.

"All" precludes random selection; "a '?' " would require RS.

Hex is singular but all is not. Communication is ambiguous and we have to make the best of all the words available. Some would call it exegeses and others would call in construction. COWTRA does not implicate RS in this instance. All is the more important word. As Jim is fond of saying, YMMV.

RS is not in the rule and other parts of the rule requires the interrogated side to choose.
