Last time I wrote him about scenario errata- he had my opponent and I suggest the errata fix required for the scen, then he published it. So it might just be better to figure it out on your own.Write Ray and pose your question in yes no format. He really prefers either 1 word answers or sometimes Socratic dialogues...I once got two scenarios revised while he was on a fishing charter!
SSR 4 seems fine. Balance seems it may be a huge problem, if the French AFVs enter on turn two and can exit on the same turn for win, they only need face German DFF fire for a few MP's each ( on the map, stop reverse, off the map, do it twice without losses and win.). Let me guess. The scenario lasts 2 game turns, right? You can rank this one up with "Jabo!".The version I got lists:

SCENARIO RULES:
Talk about some screwy setup SSRs (3 & 4)...
- All SHSR are in effect. The Time of Day is AMb. The Friendly Map Edges for the Germans are the north and west edges; east for the French.
- French MTRs may not set up Emplaced/HlP.
- All foxholes in the German OB must setup in woods hexes[EXC: Foxholes provided by the German variation may setup anywhere within the German setup area.] All German MMC may begin play marked with a -1 Labor counter( i.e., to assist in deepening their foxholes).
- All French infantry units in eligible terrain may set up IN foxholes.
