CG WatchTower startegic location question

Hi All,

Are all level 4 strategic location hexes considered controlled by the American (by default) at the start of the first CG date?

I am thinking they would be, but the CG rules don't seem to say either way.

I don't have the OWHS rules by hand, but unless stated otherwise, the general control rules in A26.1 applies. The first edition rules were vague with respect to control at scenario start, but this was fixed in the rewrite that came with Doomed Battalions.

A26.11 says: "At scenario start a side gains Control of all Locations/hexes/buildings within its set-up area [EXC: if within both sides' set-up areas], as well as all Locations/hexes/buildings on a board if that side is the only side which may set up on that board at scenario start."

So if the Americans are the only one who set up onboard, they control all hexes. If the Japanese also set up onboard, each side control all hexes that are exclusively inside their setup area, while all other hexes start uncontrolled.

In either case, actually having to set up a unit there is not necessary.
