CC Reaction Fire versus VBM

An AFV uses VBM in a factory hex with two enemy squads, one being covered with First Fire counter.
Can the First fired squad do a CC Reaction Fire attack against the AFV ?

a. A11.8 says that VBM vehicles are subject to Street fighting rules. If a CC Reaction Fire attack against a VBM vehicle must use Street fighting, then the First Fired Squad is not eligible as per 7.211; or
b. because the VBM vehicle is considered "in" the Defenders location, its subject to "normal" CC Reaction Fire to the max capability of the units as per D7.2 including the first fired squad

Since the vehicle spent two MP for the VBM move, can the units conduct two CC reaction Fire attacks or one regular DFF attack with Molotov, followed by a CC Reaction attack?

A11.8 STREET FIGHTING: .... Any vehicle in stationary Bypass or using VBM is also subject to Street Fighting rules from any Infantry in the Bypassed obstacle of their hex. Normal PAATC requirements (11.6) apply in all cases.

D7.211 STREET FIGHTING: CC Reaction Fire may use Street Fighting A11.8—including the Street Fighting Ambush -1 CC DRM) vs an ADJACENT vehicle if the units involved meet all the requirements for both. However, Street Fighting CC Reaction Fire may not be attempted by a unit that is, and/or possesses a SW -- (including Inherent)/Gun that is, already marked with a First/Final/Intensive/No Fire counter.

7.2 REACTION FIRE: Reaction Fire is conducted during the MPh by the DEFENDER, who uses it to attack a vehicle in that DEFENDER'S (or, if using Street Fighting 7.211], in an allowed ADJACENT) Location.... Except as stated otherwise, a DEFENDER may use Reaction Fire as often as it is able to use the various forms of First/Final Fire.

Both the enemy squads can both use CC Reaction Fire, D7.21.

The one marked 1st Fired would have to at half FP and no Street Fighting bonus and then be marked Final Fired, that's a 4 CCV.

The one that has not fired could attack at FULL FP with the -1 Street Fighting bonus, that's 5 CCV with at least -1, and then be marked with a 1st Fire counter and subject to the same restrictions to the above mentioned squad for a 2nd CC attack on a 2nd MP spent by the vehicle in bypass.

Thanks for that Mr Incredible. Just to clarify, the SQUAD marked with 1st Fire has only fired a SW (not inherent yet), so technically only the SW is marked 1st Fired. I believe in this case the -1 CC DRM will not apply?

Also, I expect that Ambush is a possibility for any INF involved in the CC Reaction Fire attack?
