Carrying a leader

A wounded leader may be carried at a cost of 5PP, but what about a broken wounded leader? Can he be carried?

I would assume not, but the rules seem to say that a wounded leader may be carried without regard to his broken/non-broken status.

I believe A4.1 still applies, since A17.2 doesn't (explicitely) override it, and A4.1 says:

"During his MPh, the ATTACKER may move all, some, or none of his Infantry units provided they did not fire during the PFPh and are neither broken, TI, designated to use Opportunity Fire, nor held in Melee."

17.2 even supports the theory that brokies can't be carried:
