Actually some deserts regions are subject to flash flooding. They have heavy rain storms and the water can't soak in so the gullies end up overflowing. The out skirts of Las Vegas have this problem although public works projects have reduced the danger. There are two seasons in the desert. The dry season and the dryer season.
The fact that the hindrance only applies to same level units precludes a higher level.btw, where does it say half-level, I still don't see that, or is it because it is always a hinderance it doesn't matter whether it is half or full level?
I actually checked the original (or CH) rules...but you could drop MMP an email to get a more "official" answer.btw, where does it say half-level, I still don't see that, or is it because it is always a hinderance it doesn't matter whether it is half or full level?
