Whereas previously I answered Zen MasterTracy's questions thusly:

To correct that answer, delete the last three words.

You cannot Gallop while Bypassing, but you can Gallop while already IN woods
to dismount there.

The corrected answer contradicts itself between Q1 and Q2

Yes.

vs

You cannot Gallop while Bypassing

Is there some distinction between "declare" and "while?"

You can't Gallop while expending MF using Bypass movement - i.e., while on a hexside.

But you can declare Gallop if you are on a hexside (i.e., "in" Bypass), but you then move out of Bypass, into e.g., the next hex.
