(C6.3) Case L: Point Blank Range

Just want to make sure if I play this correctly:

When in the enemy MPh, an enemy AFV gets ADJACENT to one of my AFV and stops there, I think both can fire at each other (BFF or First Fire) USING the -2 DRM of Case L, as both are Stopped, even though the enemy AFV gets a +2 DRM when fired upon (Moving Target-Case J).

If the enemy AFV doesn't stop, or my AFV is in Motion, then, the -2 DRM is NA.

Is this correct?
I've been playing this way since I read "Stop and Go traffic" in ASL Annual 96, but don't know if I got it right.

Yes, its correct. Check C6.3, which applies case L:

"unless firing at a Motion/Non-Stopped vehicle ... and/or the firer is in-Motion/Non-Stopped/Aerial."

The terms are Motion/Non-Stopped. A Stopped vehicle is neither, even though it may be a Moving Target (but being a Moving Target doesn't affect case L).

Similarily, on the next turn, if your AFV expends a Start MP and is fired on by the enemy AFV, then your AFV is not a Moving Target yet, but since your AFV is now Non-Stopped, case L will not apply.
