SR is visible to an Observer but its base hex is out of LOS on the other side of a hedge. Observer attempts to shift its location to one in his LOS, just on the other side of the hedge, but without any KEUs in or adjacent to it. There are enemy units out of LOS (two hexes beyond the hedge) but within the potential FFE, if it were to be accurate. Conversion to FFE is declared. Extra card is drawn and is Black. SR/FFE drifts one hex such that its Location/center hex is out of LOS.

Does the FFE come in since it was so declared, or is the FFE declaration presumed to be null and the SR just remains as an SR in the new Location?

The base level of the final hex is out of LOS of the Observer, and there are no known enemy units in or adjacent to the hex.

Had it been an FFE that you were trying to correct it would continue, but as has been pointed out since you were trying to convert an SR it would remain an SR.

Moving an existing FFE to a new hex to hit units out of LOS is a trick I use sometimes.

NOTE: The SR does not drift, even if you have an SR on-board, only the AR for the new placement drifts. In your case the AR is then removed because you have no LOS to the base level of the new AR Location so the original SR remains where it initially started.

{EDIT Addition}: Note also, it does not matter that all enemy units are unknown to the Observer are within the projected FFE radius (you may be firing Harassing Fire), just that all enemy units adjacent to the AR (or new AR) are unknown to the observer to cause an extra chit draw; And this comes after you have determined if you have a LOS to the new AR's final base Location.

Are you certain of that @Eagle4ty ? The SR section of the OBA Flowchart has you place AR and check for LOS to a Location in the AR hex first, then you place the SR in the AR hex and make an accuracy dr for the SR. The SR scatters, and there's no check for LOS if the SR in inaccurate that would place the SR back where it began.
There are possibly two extra chit draws. One can happen after the AR LOS check, and the second can happen a couple steps after the accuracy dr if you predesignated conversion to a FFE:1.
