Burning 2 story building and Drifting Smoke

So, if the Ground and 1st level are blazing and there is a mild breeze so the smoke drifts, does each level send smoke into the drift hexes? Would the drifting smokes overlap?
I am imaging this. Is the smoke hindrance +3 at level 1?

Yes to all. Each Blaze Location creates smoke, which drifts per A24.61. A24.61 ends with "Smoke drifting from a Wreck/Terrain Blaze is treated identically to that from an original white Smoke counter.". Since the original SMOKE source is a terrain blaze, a +3 smoke, there will be three hexes of drifting smoke (A24.61), not one as shown.

So as I understand things . . .

A ground level unit in Q9 would be in +2 Smoke.
And if hex R9 were a level-one hill, a Unit there would be in +3 Smoke.
And if hex S10 were a level-two hill, a Unit there would be in +2 Smoke.

And if O6 were also blazing, then Q9 would also be in +3 Smoke.

It took me 15 years playing ASL before I realized this. Certainly adds the Smoke counters to the board...
