Scenario BtB7 has a SSR (that appears in many more scenarios - at least a number of BFP scenarios) that says one side sets up as if the other side were offboard.
It's pretty clear to me this implies the other side sets up concealed, but does this also make them the Scenario Defender, allowing them to Bore Sight? (in the past I've assumed so for other scenarios, but my opponent in BtB7 wants to be sure)
