I believe that, for possible clarification, D8.3 should delete the "as its Start MP" phrase and replace earlier the "instead of the usual one MP for Starting" to read "inclusive of the usual one MP for Starting." It would read: "Bog Removal is attempted by spending an amount of MP (inclusive of the usual one MP for Starting) equal to an Original colored dr times a white dr ." Such a revision would not conflict with B13.41 and likely more accurately represent the impeded movement of a bogged AFV.
Substantial modifications in the interest of clarification are usually an indication that the rule was already clear, just not what you think it should be. The second sentence of 8.3 seems clear without edit: Bog removal requires spending "as its Start MP [some number of MP] instead of the usual one MP for Starting." Bog Removal, if successful, is a version of Starting. It just costs more time (possibly) then the usual version of Starting.

If that is not clear enough, add three letters to "Start" in that sentence (that is, "Starting") and capitalize "s" on "starting" in B13.41. "Starting" is the act described in D2.12, according to the Index.

And I would argue a higher expenditure does not produce an "unintended" benefit in the next hex: it just means the vehicle spent more time in the hex getting itself out of the bog hex, and less time risking getting bogged in the next hex.

I sent a Q&A in to MMP:

If an AFV expends most of its MP allotment removing Bog and Starting per D8.3, could it—in the same turn—use Minimum Move (D2.15) or enter Woods per B13.41?
Does the answer change if its Bog Removal DR is 1,1?

I think the Minimum Move reference is a red herring: to declare a Minimum Move, the entry of the desired hex must exceed the the vehicle's printed MP allotment, not remaining MP allotment. In my example of an AFV with 15MP, it would cost 7.5 to enter a Woods hex and then an additional 4 moving to a higher elevation for a total of 11.5MP- that entry cost does not exceed the printed MP allotment: how could a Minimum Move be declared in that situation?

An AFV with 14 MP spends 8 MP to free itself from bog. The cost of entry to another woods hex is 14 MP but this means that the AFV will have spent 22 MP to make the move.

So I agree that a unit making a Bog Removal cannot consider that as "everything but the start and stop MP". However, the cost of entry into the woods is 12 (-1 for Start and -1 for Stop). Pedantry is just one of the services I provide. :) -- jim
