BFP75 SSR 4 clarification

Some awkward wording and looking to be sure I understand before kicking this scenario off on Saturday.

SSR 4: "Russians may setup =<2 squad-equivalents HIP and any SW/SMC set up with their Fortifications [EXC A-T ditches] containing only HIP units in concealment terrain and revealed per E1.16."

So:
All (non-A-T ditch) Fortifications are set-up HIP and revealed per E1.16 -- I get that. What I don't get is the language re the 2 HIP squad-equivalents. Is it saying these HIP units must be in HIP Fortifications to qualify for HIP status?

Looking at mine, this is not a direct copy of SBR 4.
As actually written, the sentence is ". Fortifications containing only HIP...."
It is pretty clear that the Russians can set up two squad equivalents HIP, and Fortifications that contain only HIP units in Concealment Terrain are revealed per E1.16.
