The Japanese win immediately by accumulating >= 15 Exit VP of Good Order Units north of the 42A5-T3 road.

I was playing this and my opponent got one tank (5CVP) north of the road which I destroyed. He then got another two tanks north of the road (10CVP) and claimed he'd won as the VCs said 'accumulate' i.e once they got north of the road, didn't matter if they subsequently died...sounds crazy to me but wondering what the design intent was?

As I was the designer I will answer...
The intent was the Japanese had to have ALL 15 Exit VP or greater north of the road at the same time of Good Order units.
Not crossing at the same time, but being north of the road at the same time.
Otherwise a tank could cross northward, reverse to south side and move northward again thus getting 10 points for one tank.
