BFP-53 Grant vs. Stuart - Error during Setup?

I finished playing this scenario against Mark DeVries last night. We had a question on the setup area for the British. Are they supposed to setup on board 35 only (like the card says) or can they also setup on board 42? It seems that if they setup on board 35 only, they are effectively in the kunai and palm trees while if they are allowed to setup on board 42 and board 35, they get a nice town to defend.
A clarification please!

Jason,
The British (and Japanese) both start on board 35. The objective isn't simply for the British to just defend, as they have a sudden victory condition that they could obtain, and with the forces basically even, each side has as much to ability to attack as defend. Setting up further back also exposes them to the Japanese sudden victory conditions. This one gets entangled quickly with both sides starting essentially engaged against one another.
