Baz 45 & WP

Here is the conundrum; can a Baz 45 fire WP? If can or cannot why?

I have tracked down the following rules:

1. C3.33 Area Target Type: The Area Target Type must be used at all times by mortars and whenever ordnance [EXC: LATW] attempts to fire SMOKE;
2. C13.1 LATW last line states: LATW may never use the Area Target Type.
3. C13.46 WP. States a Baz 45 has the option of firing WP.

Is this example a case of "whenever a seeming contradiction appears between rule cases, the higher alpha-numeric rule case always takes precedence, barring mention of a specific exception (e.g., B1 is a higher numbered rule than A1)."

Not seeing it either.

Also, the Baz 45 counter has WP6 right on it. So yeah it can fire Willy Pete.

Maybe you missed the EXC ?

As the other folks here have said, you fire the WP, with a Depletion number of 6, using the hit table on the BAZ45, not the Area Target Type Table.
