No. But if you move TO a mmg/hmg that didn't move it can fire.
EXC: disassembled German weapons that are really lmgs in this situation :)

Next question: CX adds +1 to the CX unit's IFT DR. (4.51)... BUT, Does a CX unit suffer a -1 given to the enemy unit's attack against the CX unit during PFPh, MPh, DFPh or AFPh ?

Another question, please...what is the ROF for a flamethrower? May it fire more than once in a turn?

No ROF, only fires once per player turn.

....aaaaaaand, another: if a unit "waits" off board until the advance phase (3.7), and then moves its one movement factor onto the board so as to avoid the enemy's defensive fire phase, does that one hex move onto the board constitute CX, as that is all the movement it could do? Is this a SK capabilility? May the enemy fire upon the 'off board' unit?

A unit moving in the APh still has its 4MF basic MA [EXC: Green/Conscripts, possessing certain SW in excess of its PP capacity, etc.] but it can only move one location. If that move (advance) would require the unit to expend 4MF or all of its non-doubletime MA (whichever is less) to accomplish the move the unit will become CX (if not already so) or be unable to make the move if already CX (in most instances, there are a couple of extreme cases in ASL where a CX unit can still make the move). Here the rules "4.7 ADVANCE PHASE:" & "4.72 ADVANCE vs DIFFICULT TERRAIN:" in the B.O.B. (ASL-RB) or rule 3.7 ADVANCE PHASE in ASLSK rules are your friend.
  • EX1: A 1st line unit uses the APh to enter the board into a rubble hex (3MF COT). He does so without becoming CX because his basic non-doubletime MA is 4MF. If the unit were carrying a 5PP SW, thus reducing his basic MA to 2MF; OR if the unit were a conscript with a basic MF MA of 3; the unit would become CX on its advance.
  • EX2: The same unit wishes to advance onboard going up a hill and into a woods hex. In this instance the 1st line unit would become CX because it it using all of its non-doubletime MA of 4MF to accomplish this task. However, it is interesting to note that even if he were carrying a 5PP SW or if he were a conscript, he could still make the advance and become CX under A4.72 ADVANCE vs DIFFICULT TERRAIN.

As a practical suggestion, you could post separate threads for each rule question: it helps other players a lot, when they have similar questions about the rules, spot them.

Thank you for the suggestion, and I certainly will do that. As a new ASL student, I really appreciate the ASL community for this site and players' quick responses. I do have many questions. I'll be back after more help today, probably. Regards.
