If a MMC creates a temporary breach in a barbed-wire fence (Q7.21), is the only effect of that breach to lower the MF cost for other Infantry? In other words, Wagons, bicycles, CX Infantry, etc (Q7.2) still may not cross that hexside despite the temporary breach?

For as long as that MMC remains TI, unpinned and in Good Order, it is considered to be using Hazardous Movement but that hexside's barbed-wire cost for Infantry [EXC: if broken, berserk, Man-handling, or part of a Human Wave] becomes ½MF. (A vehicle crossing that hexside would still be subject to Bog as per P3.3, but would not affect that hexside's temporarily-breached status.) Creating a temporary breach in barbed wire is a concealment-loss activity (A12.141).

It seems to be a waste of MF (and an Advance Phase) for an MMC to create a temporary breach with little benefit

It is a large benefit for all other infantry trying to cross the wire.

Really? 1/2 MF compared to 1 MF? Can you give me an example using the PB map where creating a temporary breach is going to be of benefit?

There are at least two instances where 1/2MF might make a difference. A squad can Assault Move using 3 1/2 MF, but not 4MF if unaccompanied by a leader; and they can Advance using 3 1/2 MF without becoming CX. Each of these two can make a pretty big difference.
