In DYO or just in general scenario design? For general scenario design, the initial concept is in the designers eyes, refined in playtesting. Balance can be achieved by changing the forces, the VC, or the turn count. I presume the same could be done with DYO. -- jimHello,

As Jim said it depends on what you are doing. Designing a scenario can be totally different from DYO. DYO for us was a one shot deal purely for entertainment. I don't think we ever played one twice even using the same number of points. Balance was never a concern.Hello,
