B30.2 and VBM freeze?

30.2 A pillbox is not an obstacle or Hindrance to LOS. However, LOS from inside a pillbox may be traced only within its CA [EXC: the pillbox Location and the same-level Location outside the pillbox are ADJACENT; 30.6].

As worded above in 30.2 does the exception in brackets mean that pillbox occupants are not subject VBM freeze since ADJACENT units are not elgible for TPBF?

TO answer what I think is your question - Pillboxes are not affected by a Vehicle Bypassed in the hex forcing Target Selection Limits (also known by the slang of VBM Freeze :) ). The Pillbox is a separate Location, and it is not normally higher than the base level of the hex. See A7.211 - A7.212 for the particulars.

The other part of yoru question - why the exception for ADJACENT.

ADJACENT is defined as "Locations [and units in them] are considered ADJACENT if any Infantry unit in one Location could conceivably - ignoring any enemy presence - advance into the other during the APh and a LOS exists between the two Locations, excluding SMOKE Hindrance [B.10] and NVR [E1.101] as factors)" So the exception is really due to there being no LOS between the Pillbox Location and the ground level Location within the hex the Pillbox is in. The exception allows no LOS between the units even though they are defined as ADJACENT.
