So how can Shellholes eliminate Woods, if they can only be placed in Open Ground, Orchard, Brush, or Grainfield?

What constitutes the "in-hex terrain" which "no longer exists at all" - same Open Ground, Orchard, Brush, or Grainfield?

I'm crying right now.

I think the other option is that shellholes can be placed in hexes via SSR and not just 150 mm OBA .
