In the attached file can a unit at level one of the building labeled A see hexes 1 and 2 because of B10.2? Wouldn't level one building on a level one hill be treated the same as a level 2 hill?

Since the unit in building A has a full-level elevation advantage over the level 1 hill crestline, the hill does not form blind hexes in either 1 or 2 at range of less than 5 hexes.
