B 25.5 EC and weather

SSR says : EC are wet.
Does this mean it is raining at the start of the game?
If not, is it possible it will go raining during the game?

If EC are wet, has it consequences for SMOKE?

EC are wet means that it is harder to start fires. AFAIK, that is the only effect of that SSR.

Rain can only occur if "Overcast" is stated in the enviromental conditions - and if EC is not "snow"...
When rain has occurred (Wind DR >= 10 if I remember well), EC do turn to Wet (if they were something else before) and remain thus if the rain stops (Wind DR <= 3) - and rain movement penalties remain also...
But "Wet" by itself does not mean "rain".
