I am currently playing OVHS. This is one thing I have never been sure of. I read B.1 but unfortunately don’t like the way it was written. To me it is not specific enough it concentrates on buildings.

Can I emplace my AT gun in the following hexes: B11, D10, E11 or F10. All these hexes have one thing in common, they have a paved road going through it but the centre dot is in open ground.

To me it looks like all those hexes are paved road hexes, so I will say that Emplacement is NA.

I agree with you that B.1 doesn't make this clear, but to me it looks obvious that those hexes are meant to be road hexes.

So even if the centre dot is in open ground it is still a road?

Thanks for taking the time to read my post.

Not every hex type is dependent on a center dot (for example, a hex can be a building hex even if the center dot is open ground).
