Attempting to Identify Counter

I am slowly but surely transferring my counters from PLANO type boxes to RAACO Handyboxes to reduce storage size.

In transferring the Italians, I found a piece that is obviously not MMP or even Avalon Hill. Its artwork makes me think of LFT or BFP. The counter is a 9-1 leader with the name Major Grabs. Any idea where it is from, LFT 14 perhaps?

Also negative on CH prior to 2014.

I actually heard the name "BoB" floated around,, before he was named "Bill"... But then again, weren't there women counters in another LFT product he could have chased?
