Assessing ATT CH Results Against a Multi-story Building

Ran in to a complicated situation during a playing of BFP-89 Relentless Pursuit. A Russian 82mm mortar in 43D4 took an ATT shot at the 1st level of the stone building in 43O7. There are no enemy units on the 1st level in 43O7, but there are a mix of Concealed and Unconcealed units on Level 0 in the hex. The units on Level 0 are out of LOS to the mortar. To Hit DR was 1,1. Results DR (on IFT) was also 1,1. This is how we figured the effects, but wanted to confirm as there could be a major impact on the game:
- For the 1st level, CH would double the FP equivalent of the mortar to the 30 column. Is rubble creation automatic, or per B24.11 do we still have to roll? With the -3 reversed TEM for the building, the result looks like it would be equivalent to a 7KIA.
- Our subsequent building collapse dr was a 5, so there was no collapse.
- Is there any affect on the units on Level 0? We initially assessed that the Unconcealed units would undergo an 8 FP attack (ATT FP halved for mortar fire) +1 for being down a level (B23.32) below where the attack occurred, and a +3 for the building, for a total of +4. The Concealed units would undergo a 4 FP attack +1 and +3. Since the Concealed units were not the original target, does the Case K +2 apply to determine if they are hit? It might not make a difference since the 1,1 TH DR would still hit them.
- If the ATT TH DR affects the entire hex, do the Level 0 units take the CH as well (RS to see who takes it), with a -3 for the building but a +1 for being a level below where the round impacted? Units not subject to a CH would take normal ATT results, with +3 for the building and an additional +1 for being down a level.

This one makes my head hurt a little.

If you did not hit a non-hidden unit at Level 1 - no units on Level 0 are affected either. CH does not effect results vs terrain.

C3.73 RESOLUTION vs TERRAIN: A CH has no special additional effect vs terrain. Fire and rubble generation are handled as per a non-CH.

So the effect would have been a normal 8 +3 attack vs Level 1.

Okay, thanks. Attack goes against all units (Concealed and Unconcealed) since even with the Case K +2, the Concealed units would have been hit as well?

You can't hit any out-of-LOS units unless you hit a non-hidden unit that is in LOS. See C3.33 and C3.4.

However there is still be a chance that one may create rubble (B24.11) at ground level based upon the original IFT (effects not TH) DR dependent upon the building type and you need not apply Case K even if you do not have a LOS to the base level of the building as if you hit the hardest TH target all locations are also hit regardells of units in these locations or not. As Klas pointed out a CH does not increase the possibility of Terrain Rubble creation but the use of ATT does modify it because of reduction in FP for the IFT effects possibilities.
  • [EX: An 81mm Hit using the ATT would not be able to create rubble on a stone building (8FP IFT, CH or otherwise, & +1 subsequent drm for stone building) but may possibly cause rubble if using the ITT (16FP on IFT, CH or otherwiase) on a subsequent dr of one if the the original IFT effects DR was a 2 or 3].
