ASL for Fun - Attack on Wiltz 6 (Set Up)

TMS 11 says the American may set up east of their allowable set up area without specifying any restrictions as to how far east. TMS 12 says they may choose to remain in or adjacent to their present locations at the end of the current Part regardless whether they are east of their SIH. If setting up east of their SIH are the Americans restricted as specified in TMS 12 and not unrestricted as implied in TMS 11?
