Have the AT unit make ML/LA against the enemy with your artillery in tactical reserve or dug in. Sometimes, you won't even make a real assault. Just keep doing ML/LA attacks with a small unit so the artillery can bombard. A "weakness" in TOAW is that artillery is MUCH more effective when supporting even a tiny attack than when it tries to directly bombard without a support ground attack.
If you are launching a series of attacks and anticipate moving your forces forward a few hexes. Place your artillery in tactical reserve mode during each attack. And, as you move your arty forward with your troops, take your artillery out of tactical reserve. Move it, and then put it back in tactical reserve for each attack. Repeat as necessary. But make sure to dig in your artillery at the end of each turn. By digging it in you again ensure that your artillery will lend half of its attack value to the defense during your opponent's turn.
also, read this thread (in a nutshell .. just because an artillery unit is rated with a range of say 4 hexes ... not all the guns in the unit may have that range!)
How well you use the Soviet artillery can easily be the difference between VICTORY or defeat!
What you are trying to do is an un-supported bombardment. Don't do it! It is ineffective and just eats up your supply. Try to never directly attack with artillery. Artillery should be either in tactical mode or dug in. It will then provide 1/2 of its strength to all in range battles (providing it can support and passes the commo check.) You may suffer counter-battery fire but normally not much.
