Armored Halftracks with special Mg weapons

I refer to german sMg hts and equivalent americans that may unload some SW as passengers in place of the normal rule abandonement and remove available SW.. Ie 1/4 MPs in place of ALL MPs.

I have an APC player aid from HOB.. It says only german sMG hts and 251/16 may download vehicular SW as passengers.
For americans vehicules this APC player aid chart says only M3A1 ht, MGs hts and M20 Scout cars may unload vehicular SWs as passengers..
What about the M3A1 Scout Car - including the russian LL vehicle- . May passengers unload at normal cost with any armament?.
The APC chart from HOB says it's not possible but not sure because they also include an inherent passenger..

What does Chapter H say? In particular, the notes called out for the vehicle.

Note that there is important Errata on the MMP support page.

It says passenger or crew may remove the weapons but nothing about the special unloading cost for passengers as opposed to normal ALL MF cost.

Yes, the Passengers can Remove its MG Armament.

U.S. Vehicle Note 39 (from Yanks 2nd Edition):
"...This vehicle can retain any unpossessed SW aboard it (D6.4), its crew/Passenger may Remove its MG armament (D6.631), and Mounted Fire penalties (D6.1) do not apply to its Passenger(s)."

Yes.

Russian Vehicle Note 54:
"...its crew/Passenger may Remove either of its MG..."

See D6.631:
"..Armament Removable by a Passenger (e.g., the German SPW 251/sMG) is Removed as part of the normal unloading cost (6.5)."
