Say a unit is bypassing a building hex that also has a wall in the hex, but does not cross the LOS or even the hexside being bypassed, say it is on the other side of the building.

A MTR fires and hits getting the -2 FFNAM/MO bonus as the LOS does not cross the wall.

Does the wall TEM affect the IFT resolution?

C3.331 TH Cases C1-C4, E, G and L do not apply to the Area Target Type. TEM (Case Q) does not apply to an Area Target TH DR, but TEM that does not grant the target HD status vs that shot (see D4.2-.21) does apply (as per 3.4) to the resulting Effects DR. (See also 1.52 and 1.55 for TEM vs a mortar). All other TH DRM apply to the Area Target Type TH DR in the normal manner vs each applicable target.

Woods are pretty clear that you get the airbursts for MTR, but we found no such wording for other terrain types.

B13.3 AIR BURSTS: There is a +1 TEM for all Direct Fire into a woods hex [EXC: vs. bypass movement]. All Indirect Fire vs unarmored, CE, or OT (even if BU) targets in a woods hex receives a -1 TEM instead, due to the added lethality of Air Bursts. This negative TEM is always applicable—even to targets claiming other beneficial DRM (such as CE, entrenchments, or emplacements) which cannot be added to other (positive) TEM in the hex.

There are a difference between ATT that is INDIRECT FIRE -mortars- and ATT that is DIRECT FIRE.. in this case is indirect fire and a reduced wall TEM is added even if not crossed by LOS.
