Hi.
Lets say, we only use hexrow A.
There's a crew with a MTR in A0.
A2, A3 and A4 are Grain.
There is a 2-level stone building with a squad on each level in A7.
If the MTR fires at the building, is the modifier for the squad at ground level +7 [+3 building, +3 grain, +1 1 building level above] and for the squad at first level +3 [building], thus possible hitting the upper squad while missing the lower one?
Now, if the LOS to the lower squad is blocked, it is still hit as long as the upper squad (which is the non-HIP in-LOS Unit hardest to hit) is hit. This seems weird, as it suggests the squad is easier to hit if you don't see it.
