Area Target and Smoke

I have often seen it done where smoke will be fired at a multi-level building, using the highest level as its target. Can a unit do likewise and shoot smoke at a woods/orchard hex by using the foliage as its target?

You need to target a location and there is no location in the foliage above the base level of the hex,

Surely no! As the hex has no target Location visible to the firer.

...I suspect this would be the ruling, though I don't see an exact answer in the RB (calling Klas!). Otherwise, why not fire HE at the woods to claim some airbursts at the guys below?

Yeah, I did some digging and could not find anything explicit....but a number of implicit references that you have to be shooting at a location.

In short, you have to be shooting at a target, or a potential (HIP/Concealed) target, and there could be no such real or potential target without an actual location.

Awaiting Klas' input with bated breathe....

What you say is correct. You still need a target location and squirrels don't count.

In SL, treetop level existed - restricted to Snipers IIRC.
ASL didn't keep that notion (nor snipers as SMC)
