The CG SSR below:
"I.2 At set up, the Germans may record < three Blocks, which will be considered Fanatic Strongpoints as per VotG CG11 (only) [EXC: such fanaticism applies only to German units and to such while in any building/rubble/trench location in such a Block; the special VotG -1 HOB drm is NA to all units; and no further Strongpoints can come into play]. However, Fanatic Strongpoint effects apply throughout this CG."
The CG SSR doesn't mention Building Fortification; however, VoTG CG11 states: ..... "All non-rubbled ground-level Locations of a Fanatic Strongpoint must be fortified Building Locations".
Does that mean at CG start...
a): all non-rubbled ground-level Building Locations are automatically considered fortified (for these three Blocks)?
OR
b): to claim the Fanatic benefits, the German player must expend the necessary CPP / FPP to fortifyl Lcations within these Blocks?
OR
c): None of the above, only the Fanatic benefits apply; fortification is up to the German player per Refit Phase rules
