I say no: E7.42 - each bomber "can carry one HE bomb load which it fires as an Ordnance weapon" in combination with A8.25, "an ordnance weapon must secure a hit in order to exert Residual FP."

So, no, because misses on the target do not because there is not an IFT roll. There used to be a rule about that in old SL, not that this is helpful to mention

Everything that has been fired has hit something somewhere. If it has high explosive in it there's a fair chance it exploded too. ASL is only interested in some of the shells that land and some of the bombs that drop. The rest vanish into history.
