Aircraft and overstacked AFVs

My opponent has kindly bogged two tanks in a hex which I can straffe with an aircraft.
To add To the fun there is a squad there as well.
How is this handled?
  1. I designate one vehicle as the target, no other targets are affected.
  2. I designate one vehicle as the target, the other may be hit if my attack misses by 1. Other targets are affected by a collateral MG attack.
  3. All vehicles may be hit and multiple to hit rolls are made. All other targets suffer a general collateral attack.
I'm thinking 2 is correct.

I only had this happen once a long time ago & I think we resolved it as a RS to see which AFV was effected with the 1> rule to hit the other vehicle. The rule doesn't really address the situation for multiple AFVs & I could easily see both vehicles being effected as it does attack all unarmored targets as well. I think this would be a good candidate for a Q to Perry.

[EDIT: I believe we thought about a RS tie as well - didn't happen of course]
