(Again!) Is LOS blocked by a unit in an season orchard crest hex (level 1) to a target on a lower level?

I assume yes since the orchard at level 0 acts like a woods hex. My problem is that I am in the hex with the orchard which exists at level 0 and level 1 and feel I should be able to shoot out of that hex regardless of the orchard.

Wouldn't A6.2 : "The terrain in a firer's hex never blocks LOS traced from its hex center dot, although it may block LOS traced from a vertex of its hex across the interior of its own hex." apply?
