AFV with MG in CC with MMC question

Does a tank with a CMG in the same hex as an enemy MMC have the option to fire its CMG on the start movement point at TPBF and then halved for a moving vehicle. Or does the fact that an AFV can actually pivot in the MPhase without starting (is that true?) mean that it is just TPBF with its MG at the MMC?

You can get tripled and halved as bounding fire. It doesn't matter what your movement status is. If you don't want to be halved, fire in the prep fire phase.

Can a vehicle change VCA during the MPh by starting and expending MP. It avoids case A for BFF and AFPh but is halved. If you fire in the PFPh, you pay case A but are not halved.

You must spend an MP in order to change the TCA (C5.13) but that could just be a delay MP such that you won’t be in motion. However, you still will be bounding fire which cuts FP in half. If you were also in motion you’d be cut in a quarter.
