My last question would have been more suitable for ASL. For the life of me, I have never found the specific rule in the ASL RB on firing both the MA and SA during the same fire phase. Maybe it was assumed and I'm a little slow on the draw. All that weaponry gives these vehicles potent firepower.

Best way to think of it as 2 gun crews in 1 tank. If the crew had to switch between guns then there would be big penalties or disallowed but the Lee/Grant had separate crew members for each gun

Yes, since this would be a Reaction Fire attack.

I thought the PAATC was a test to move into the same hex as the AFV?

Per D7.21 a PAATC is usually required for CC Reaction Fire in ASL. In ASLSK the rule is 3.3.4.

Not certain about SK but SMC, Fanatic troops and Japanese all do not take PAATC.
