AFV HIP Loss?

A number of Russian AFV are allowed to set up HIP, all of them radioless. For a possible tactical opening shot, one chooses to set up with no others ADJ to him.

Q: In LOS of the enemy, is a non-platoon movement TC enough to cause loss of HIP if failed?

Obviously, if it passes, a Start MP (HIP loss) would be the next course of action. However, I'm not sure if the TC by itself qualifies as an "action" per se, as it is not 'doing' anything but making a proficiency/self-leadership gut check, YMMV.

Task Checks seem to be "actions", as evidenced by PAATC & Set DC NTC being specifically excluded as concealment loss in A12.141. It would seem that all other TCs are concealment loss actions, including non-platoon movement TCs. It probably shouldn't be that way.

Strictly speaking, wouldn't the AFV fail the Case B test for spending vehicular MP on a failed NTC?
D14.23: "If it fails the NTC it must immediately Stop (if currently Non-Stopped) and expend the rest of its MP allotment as Delay MP ..."
Concealment table Case B: "... expends any vehicular MP/MF, ..."

OK, I can buy that. One could read the "and" as occurring regardless of the Stop but I have no pony in that race.

Yes could have been written more clearly beginning the sentence with "If currently Non-Stopped...". As is it seems like a kind of backhanded way of saying what is implied.
