Is an AFV whose best AF is a boxed 4 worth 5 CVP's (assuming his best AF is the printed 4) or worth 6 CVP's ( assuming his best AF is a 6)? Rule A 26.212

Yep,...that is correct. Example: a French R-35 has an AF of 4 with a box. The 'best AF is actually 6 so the vehicle is worth 6 CVP.

2 for the crew (if eliminated),
1 for a functioning MA
1 for being a vehicle (exact wording?)
2 (1+1) for each factor of five AF (FRU).

Thanks Gerry thats what I thought but I just wanted to be sure. I am running a tournament in August and as the TD I wanted to have my dukw's in a row.
