Adv Att. Enemy unit actions during turn of activation?

Can Advance Attitude activated Enemy units do actions on their turn of activation?
3.321 Movement of S? says:
29141
and last sentence:
29142
During the Enemy MPh, S? move and are activated to become activated Enemy units and cease movement immediately.
On following turns they perform actions normally.

What about the CURRENT turn of activation?

My interpretation is they have to wait (through the AFPh, RtPh and APh) without taking actions normally.
It seems a bit odd for the units to be "frozen" for the rest of the turn.
How do you interpret this?

I think they would fire in the AFPh, rout or interdict in the RtPh, advance in the APh, and conduct CC in the CCPh. The "Actions" mentioned are the S6. Actions that are determined what Activated enemy units do in the Enemy Player Turn. Once they're Activated, they're like all other Activated enemy units and would do things in the rest of the Player Turn. An Enemy Activated unit that gets a 'Move' Action doesn't need another Action to fire in the AFPh, etc.

A S? counter is moving and because of this movement becomes a ENEMY unit, movement stops immediately for that unit. Because an ENEMY units has suddenly appeared in front of them a FRIENDLY unit First Fiers; the ENEMY units is then subject to all actions that could follow.
