Have French to MORE SE in EACH of the Hills?, or counting both as one?.. Ie suppose French has more SE than Axis in Hill 538 but not in 714, but French has more SE when adding the total of SE on both hills. Is a French victory?

They must have more squad-equivalent on hill 538 than the axis AND have more squad-equivalent on hill 714 than the axis. The axis just has to have the majority on one hill to win. Which forces the French to split its troops with care.

The VCs seem to have a hole.. if the Axis plays to hide in order to not suffer casualties, they don't need to go up the hills, because the French need to amass MORE CVP than the Axis, so a tie is an Axis Victory.

This can possibly happen. However, due to the setup areas, it is more than likely that the Italian WILL suffer losses unless they enter from a single blind hex and do massive overstacking on the two only hexes that are blind hexes from the French setup areas.

However, good catch! I will talk about this to the designer.
