Is this scenario SSR for French T1 moves supposed to be 1/2 for the initial turn or 1/2 plus double time bonus.

This means MMC w/ SMC would have potentially 5 MF if double timing, instead of just four. Same effect for other moves.

Inherent squad MF is 4, halved is 2.
Leader's is 6, halved 3.
An accompanying leader can add 2 to the squad's MF to 5, but he would be running himself, wouldn't he?

That is how i would interpret it.

As I recall this is how I have played it as well, although depending on what the squad is carrying, the leader won't have to run as the squad could be slowed because they are carrying too much.
