What if the FP becomes smaller than 1 because of modifiers? Is there a minimal FP of 1 or not?
Same question for residual firepower?

No : there is no effect...
Besides, firing with very low FP is more prone to trigger a Sniper activation than any other effect(not if you are playing ASL Starter Kit, though)...

Robin is right. The FP is always rounded down to the next column, never up. So FP less than one doesn't have any column, and can therefore not have any effect.

It really hurts to fire a 1FP -2 DRM attack and roll snakeeys. A great roll, except that you cowered down to 0.5 FP and no effect.

This is not quite correct. Fractions are not dropped or rounded off; they are retained (A7.2). You use the rightmost column of the IFT whose listed FP does not exceed the total adjusted FP of the attack. Any excess FP factors have no effect. (A7.3)

So, a total adjusted FP of 1/2 uses the rightmost column which does not exceed the total adjusted FP. 1FP exceeds 1/2FP so no column, no effect (or you use the implied 0FP column which equals no FP, so no effect.)

Also, when you Cower, you shift columns, you don't half FP. 1FP shifts to the left off the chart. (A7.9)

But isn't this essentially rounding down? When you fire with 5.5 FP, you're in essense rounding down to the 4 FP column (or 5 FP if you're using the IIFT).

The important part is to never round down (A7.2) during the calculation, but at the end of all modifications, a rounding down is what you essentially do.
